То же, что дефицитные, ограниченные ресурсы. Речь идет о тех средствах производства (и других ресурсах), возможность эффективного применения которых превышает их наличие. Поэтому и возникает задача их наилучшего распределения - практически основная задача экономического и производственного планирования на всех его уровнях (см.
